He’s supposed to be signing “I remember Rapture.” with the way the author translated it into “Lighthouse City.”
Based on this fanfiction about the aftermath of Bioshock 1 I don’t know if people forget or just don’t care about the fact that Jack destroyed his vocal cords in the game and therefore cannot talk so I love fanfictions that remember that and make sure it’s apparent when they write him.

The design is kind of based on this artists way of drawing Jack, the glowy yellow eyes thing is great (I would advise careful treading through their other artworks though they have warnings set up for a reason
